On Princely States : -
There were 562 states, all separate units. When alien rulers left us we could settle that problem smoothly and without bloodshed.
All this happened by mutual consultations and goodwill. There was no heart-burning, no discontent and no compulsion.

देशमे ५६२ अलग-अलग रियासतें थी। जब विदेशी शासक (अंग्रेज) हमें गुलामी से मुक्त करके जा रहे थे, तब हम उस समस्या को सुचारू रूप से और बिना रक्तपातके सुलझा सकते थे।
यह सब आपसी विचार-विमर्श और सद्भावना से हुआ। कोई दिल दहलाने वाला नहीं था, कोई असंतोष नहीं था और कोई मजबूरी नहीं थी।

Mr. Rao said : "the Sudden death of the Sardar in our present circumstances is a great national catastrophe. We need him today more than at any time in our midst. His iron will, strong decision and moral stature had stood by us in the nation's fight for freedom and when we are consolidating our gains today.

"Of all our great leaders, next to the Father of the Nation, the Sardar has been our asset to advise us to do the right and correct. The congress today is bereft of its elder brother and it is certain that the Congress will follow the path lit by the splendour of his great sacrifice, courage and service."

Mr. Roy said :"The news of Sardar's passing away, though not unexpected, would be received by all with the greatest sorrow."

"To the country, he was the symbol of stability. His sound judgment and practical wistom saved this country under many difficult circumstances."

"We had all hoped, hoping against hope, perhaps, that ill and suffering as he was during the last few years, his life would be saved for the country for a few more years. ACHARYA KRIPALANI : Sardar Patel's friend, collegue and Freedom Fighter


Mr. Kripalani said :" The nation has suffered a heavy and irrepairable loss at the passing away of Sardar Vallabhbhai Patel. He was a great and indomitable fighter and consummate organizer. Our friendship began more than 30 years back in 1917 when he was working in Kaira and in Champaran, both under the leadership of Bapu. Latterly, we had political differences. But all differences are hushed in the presence of death. Only love and respect remain. For me, therefore, it is not only a national but personal loss."

On the first November Gandhi visited Nadiad and addressed a gathering of about 5,000 persons. Vallabhbhai Javerbhai Patel also spoke at the meeting. Gandhi began by urging the need of unity between Hindus and Mahommadans. during this connection he mentioned Moulvi of Ahmedabad who had been creating a breach between Hindus and Mahommadans. He said the person had not been authorised to talk on their behalf by himself or by the Khilafat Committee. He announced that he intended asking the Khilafat Committee and therefore the Swaraj Committee to issue certificates to persons who were authorised to talk on their behalf. He then went on to mention that Government intended taking repressive measures which it had been likely that he himself, Shaukat Ali, and Mohamed Ali would be arrested. just in case they were arrested there should be no violence, no bloodshed, no hartals and no lifting of rails. Government believed that the agitation within the country was thanks to the very fact that he and therefore the Ali Brothers were free. It should be proved to Government that it had been not he or Mohamed Ali or Shaukat Ali who demanded Swaraj or justice for the Punjab or the Khilafat, but the entire people. No representations should be made to Government just in case they were arrested. He then advised people to not send their children to Government schools because the education given there was impure, to not vote at the elections, and to form use of home-made cloth. People were advised to not celebrate Diwali this year. The festival is meant to precise the enjoyment of the people at the success of Ram over Rawan. But at the present there's the rule of the Rakshas and other people haven't any right to celebrate Diwali till Ramraj is established. He concluded his speech by saying that till then he had scrupulously avoided posing for money as he was afraid that the cash collected by his men could be misappropriated. (I think this a part of his speech has not been correctly reported.) But circumstances had arisen which compelled him to invite money. They wanted to possess national schools and therefore the work couldn't be accomplished without money. 

Gandhi and his party left Nadiad an equivalent night.

M. K. Gandhi received Mehmedabad and was met at the station by about fifty Home Rulers, etc., and ten volunteers, and brought in procession through the town. Handbills containing the subsequent phrases were restored on the roadsides : "If we've no voice in ruling our own country, we should always not pay taxes", " we should always fear the detectives of God much more than those of Government" India is for the Indians ", " self-government is my religious motto and it's what I desire", "By the sins of kings, calamities fail upon the themes , ana if the themes won't oppose them they invite more calamities by adding their own sins thereto", " If you've got no courage keep silent and see results of the fight of others", "When slaves forget their slavery there's no remedy for releasing them from their bondage."

Gandhi first addressed a gathering of about 300 women and urged them to try to to their bit towards non-co-operation. He then addressed a gathering of about 3,000 persons in his usual style and language. a handbag of Rs. 300 was presented to him. From Mehmedabad he went on to Nadiad an equivalent day. On his arrival at Nadiad he put up at the Santram temple. At 5 p.m. he aadressed a gathering of about 3,000 women within the Mogalkot dharamshala in South Bazar, and at 8 p.m. addressed an open-air meeting of about 10,000 persons outside tne Anmeaabadi Gate, under the presidentship of Vallabhbhai J. Patel. the most object of Gandhis visit was to gather funds. He evidently thinks that there's something within the wina, for he urged the people to not commit any acts of violence just in case he or any of the local agitators— he named Mohanlal K. Pandya, Gopaldas D. Talati and Kalyanji Mehta of Surat—were arrested. as was common he mentioned this Government as a devilish one. He mentioned a Moulvi in Ahmeda-bad (Moulvi Mustaq Ahmed) and condemned his manner of speech. He seems to possess given up the thought of requiring pleaders to suspend practising within the law courts, as he said that that question should be postponed. He urged the withdrawal of scholars from Government schools, the boycotting of the councils, celibacy, viz., to not increase and multiply, the utilization of swadeshi cloths and to celebrate the Diwali consistent with his article within the Navjivan. He entreated volunteers to not misappropriate public money and therefore the people to ascertain that their subscriptions visited properly authorised collectors.

Gandhi and party left Nadiad by mail for Broach on the first November.

Gandhiji congratulated Calcutta on Hindus and Muslims meeting together in perfect friendliness. Muslims shouted the same slogans of joy as the Hindus. They flew the tricolour without the slightest hesitation. What was more, the Hindus were admitted to mosques and Muslims were admitted to the Hindu mandirs. This news reminded him of the Khilafat days when Hindus and Muslims fraternized with one another. If this exhibition was from the heart and was not a momentary impulse, it was better than the Khilafat days. The simple reason was that they had both drunk the poison cup of disturbances. The nectar of friendliness should, therefore, taste sweeter than before. He was however sorry to hear that in a certain part the poor Muslims experienced molestation. He hoped that Calcutta including Howrah will be entirely free from the communal virus for ever. Then indeed they need have no fear about East Bengal and the rest of India. He was sorry, therefore, to hear that madness still reged in Lahore. He could hope and feel sure that the noble example of Calcutta, if it was sincere, would affect the Punjab and the other parts of India. He then referred to Chittagong. Rain was no respecter of persons. It engulfed both Muslims and Hindus. It was the duty of the whole of Bengal to feel one with the sufferers of Chittagong.

He then referred to the fact thet the people realizing that India was free, took possession of the Government House and in affection besieged their new Governor Rajaji. He would be glad if it meant only a token of the people’s power. But he would be sick and sorry if the people thought that they could do what they liked with the Government and other property. That would be criminal lawlessness. He hoped, therefore, that they had of their own accord vacated the Governor’s palace as readily as they had occupied it. He would warn the people that now that they were free, they would use the freedom with wise restraint. They should know that they were to treat the Europeans who stayed in India with the same regard as they would expect for themselves. They must know that they were masters of no one but of themselves.

They must not compel anyone to do anything against his will.

THE HON. MR. V. J. PATEL ELECTED AS MEMBERS OF THE BOMBAY LEGISLATIVE COUNCIL

The Hon. Mr. V. J. Patel has been elected by the non official members of the Bombay Legislative Council to the seat in the Imperial Legislative Council rendered vacant by the elevation of Sir Ibrahim Rahimutulla to the membership of the Executive Council of the Governor of Bombay. The election was unanimous, there being no other candidate. Mr. Patel is sure to make his mark in the larger sphere to which he is now called. A quiet, unpretentious worker, his grasp on our public questions is firm and vigorous. He is not addicted to heroics of any kind such as do duty for industry and capacity in the case of some of our legislators.

FREE AND COMPULSORY EDUCATION - VITHALBHAI PATEL


The fundamental need of the country at the present time is a wide diffusion of education among the people. At the last Census, only 149, in one thousand males and 13 in one thousand females were literate in the sense of being able to write a letter to a friend read his reply, Children under 15 years of age are not included in Ibis estimate, this one circumstance militates against attempts at every kind of improvement. The late Mr. Gokhale introduced a Bill in the Imperial Legislative Council five years ago to permit the introduction of, free and compulsory education by local bodies within & their areas under certain stringent conditions. The Bill was opposed by Government and thrown out. It is now generally recognized that the action of Government in opposing that very cautions measure was a great mistake. Government of course, made promises of furthering primary education, and made some large grants for the purpose. But the war has intervened and has put in end to all progress for many years. One of the arguments used by Sir Harcourt Butler, the then member for Education, against Mr. Gokhale's Bill was that such a measure should be introduced in the provincial and not in the Indian Legislative Council. Acting on the suggestion, the Hon. Mr. V. J. Patel, obtained the permission or Government to introduce Bill to permit municipalities in this Presidency, other than the Bombay Municipal Corporation, to introduce free and compulsory primary education within their jurisdictions, The Bill passed into law at the last session of the Bombay Legislative Council and awaits the assent of the Viceroy.

The Act provides that, with the previous sanction of the local Government, a municipality may declare by notification that primary education of boys and girl or of boys only or of girls only shall be compulsory from a given date. The limit of age in the Act is between 6 and 11 years. The load Government should be satisfied before the notification is issued that the municipality is in a position, to make and will make adequate provision in municipal or other recognized schools for free and compulsory primary education, The resolution of the municipality must be passed at general meeting specially called in this behalf, and must be supported by at least, two-third of the councilors present at the meeting, and by at least one-half of the whole number of councilors Among reasonable excuses for non-attendance at school of a child, is that there is no  recognized school within one mile, measured according to the nearest road, from residence of the child. The school committee of the municipality is the authority entrusted with the duty of making inquiries and passing orders enjoining the attendance of children at school, and no cognizance can be taken of failure to send a child to school except on the complaint of the committee. The maximum fine that can be imposed for the offence is five pees. The penalty for employing children, in respect of whom the provisions of the Act apply, so as to interfere with their efficient instruction, is a maximum fine of twenty five rupees. The clause "so as to interfere with the efficient instruction of such child." was introduced at the second reading of the Bill in the Council against the protest of the mover and several other members. For the purpose of this Act the municipality is empowered to levy special taxation. The only other important provision of the Act is that which authorizes Government to exempt any particular class from its operation.

It will be seen from this summary of the main provisions of the Act, that it is best with numerous and effective safeguards against hasty and injudicious application. In anticipation of the Viceroy's assent, the Municipality of Bandra, and ancient town in the island of Salsette, separated from Bombay City by a narrow creek, has passed, virtually unanimously, resolutions asking for the sanction of the local government to apply the provisions of the Act within the area under its control to both boys and girls. Bandra was two centuries ago the site of a great Portuguese Collage priesthood. Manucci, the author of the famous chronicles of the great Moghuls, lived there for about a year and has left in interesting account of his sojourn in Bandra in his monumental work. The town has a population of 25000 inhabitants. Thanks to the labours of the Roman Catholic clergy, a considerable proportion, about 60% of the population of school going age, is already at school. The task before the municipality is thus very much lighter than in many other towns in this country. The fact that Mr. Patel, the author of the legislation, is a member of the municipal council, has of course greatly stirred the enthusiasm of his colleagues. The municipality proposes to increase the house tax and to earmark the proceeds of much increase for the special object of primary education. We hope that the example of Bandra will be followed by many other municipalities in this Presidency where the conditions are favourable to the application of Mr. Patel's Act.
